Privacy and technology beyond anonymity and security

Summary:

Under the term "Data Protection by Design and by Default", the European Data Protection Regulation prescribes incorporating established principles of data protection into concrete technology design. Depending on the state of the art, data processing organizations are obliged to take "appropriate technical and organizational measures" in order to "effectively implement data protection principles". In computer science, there are a number of approaches to this, but these mostly relate only to the principles of data minimization and data security. Other principles, for which the demand for "Data Protection by Design and by Default" also applies - such as the principles of legality, earmarking or transparency - are virtually non-existent. At the same time, the practical effectiveness of data protection regulations could be significantly improved by means of suitable technical procedures, thereby at least reducing the need for "digital self-defense due to ineffective legal rules". The lecture introduces the mentioned principles as well as the concept "Data Protection by Design" and discusses corresponding technical approaches.
